Subject: General Meeting
Call to Order: 9:00 AM

OLD BUSINESS:

Call to Order: Vice President Dave Traudt called the Sept General Membership meeting to order at 9:00 AM Sep 12, 2009 at the restoration site. (President Mike Hartshorne was unable to attend). Pete Adair took notes in the absence of the Secretary, Steve Bradford. Dave said the August minutes should be posted on the website. Dave reported the customary meeting that often precedes the general meeting had not been held due to lack of a quorum.

Accident Report: Dave opened the meeting by reporting on the death of member, Jim Hills due to injuries received from an accidental fall on the site. A team has been formed and is collecting information from people who were on the site at the time of the accident and may have witnessed the fall. Mrs. Hills has requested that donations be made in Jim’s name to the NMSL&RHS and a plaque is being made in his memory for the cab.

Safety Officer’s Report: Jon Spargo reported that since the August meeting three new members have taken the safety orientation.

Jon reported that most members are by now aware that the Society has suffered a fatal accident. He said he has filed a detailed report, as has the Chief Mechanical Officer, Bob DeGroft. Information in these reports will be combined with information from other sources into a final report. Jon stated his opinion that the accident was the result of improper use of a ladder. Because of this the Society needs to redouble its efforts to eliminate any potentially unsafe practices. Everyone on the work-site is personally responsible for safety and this needs to be constantly reinforced.

One way to do this is to expand the safety-training program for worksite safety supervisors. In addition, work site safety supervisor training and refresher sessions will be conducted more frequently.

Another area that needs to be addressed is a Lockout/Tagout program. We have not had one previously and this is needed, especially for electrical equipment and circuits. Jon reported that recent problem with a GFCI socket illustrates this problem. After he had tagged the socket, people continued to try to use it. Therefore Jon asked our toolmeister to purchase some individual circuit breaker locks for our electrical panels and some pad locks and tags for other equipment. When these are acquired there will be a training session for their use. . John Taylor moved and Ed Strebe seconded a motion to accept the report, which was approved by voice vote.

Treasurer’s Report: Ernie Robart had previously e-mailed the September Treasurer’s Report to the Board. Ernie reported that for September the checking account had a beginning balance on August 8, 2009 of $28,418.60 and the ending balance on September 12, 2009 of $36513.04. Deposits for the period totaled $28,418.60. Expenses were 9,393.76. John Taylor moved and Ed Strebe seconded a motion to accept the report, which was approved by voice vote.

Chief Mechanical Officer’s Report: Dave Traudt reported for Bob DeGroft who was out of town but had sent a report to Dave. He summarized recent activity reporting that the cab shell and deck had been reinstalled. Tubes and flues maybe shipped on October 16 pending final payment to the vendor. All but two tubes are now out of the boiler. Rick will torch the last two. The electric air compressor has seized up due to lubrication problems. Laurence Harmon is working to repair the compressor. Warren has upgraded the “WHQ” office building with new flooring and insulation. Lawrence has indicated he needs to work on days other than Wednesday so a second person needs to be identified to work with him to maintain the “two person” rule. Dave said the main focus of efforts now is on getting the site ready for the open house. John Taylor moved and Ed Strebe seconded a motion to accept the report, which was approved by voice vote.
